Operational Readiness Analysis Services
This business area concerns the calculation, specification, measurement, and satisfaction of operational readiness threshholds and goals for aircraft, ship, and land-based weapon systems, their major subsystems, and equipments, to the lowest replaceable assembly at the operating site. The measures of effectiveness (MOE) considered serve as Key Performance Parameters (KPP) in most Performance-Based hardware acquisitions, including Performance-Based Logistics (PBL) material support contracts. They include: Availability (including(Operational Availability (Ao), Inherent Availability (Ai), and Achieved Availability (Aa)); Reliability (including Allocated, Predicted, and Actuals of all forms of the failure rate (such as MTBF, MTBMA, MTBR); Maintainability (including Allocated Predicted, and Actuals of all forms of the repair time (such as MTTR and MmaxCT); and, all components of Logistics Down Time (including Administrative Logistics Delay Time (ALDT), Awaiting Parts (AWP), Supply Response, and Awaiting Maintenance (AWM) times. For deployed systems, Operational Readiness is specified, measured, and reported in terms of mission capability rates and based on a "Mission Essential Subsystems Matrix" for each Weapon System.
