Operational Readiness Analysis Products
BAI has substantial experience with the calculation, specification, measurement, and satisfaction of operational readiness threshholds and goals for aircraft, ship, and land-based weapon systems, their major subsystems, and equipments, and use of the relevant measures of effectiveness (MOE) as Key Performance Parameters (KPP) in Performance-Based hardware and Logistics (PBL) contracts. In addition, BAI's experience extends to support for deployed systems, where Operational Readiness is specified, measured, and reported in terms of mission capability rates based on a Mission Essential Subsystems Matrix (MESM) for each Weapon System.
BAI efforts in this specialty engineering area include:
- Development of a roadmap to increase the EA-6B aircraft Mission Capability to the CNO Goal
- Revision of the Mission Essential Subsystems Matrices (MESMs) for EA-6B, EA-6A, A-6E, and KA-6D aircraft
- Readiness Improvement Status Evaluation Summary (RISE) reports for NAVAIR's EA-6B/A-6E/KA-6D aircraft
- Revisions to OPNAVINST 5442.4H, based on a review of the A-6 aircraft family Mission Essential Subsystems Matrices (MESMs), for OP-506, PMA-234, and AIR-410/3.1
- Development of an Operational Availability (Ao)-based, budget-constrained, ECP Candidate List for A-6E aircraft
- Development of a roadmap for aircraft ECP Candidate Selection based on the key performance parameters (KPP) of Operational Availability (Ao), Reliability and Maintainability (R&M), and Life Cycle Cost
- Development of a roadmap for EC-130 aircraft Engineering Change Proposal (ECP) Candidate Selection based on the key performance parameters (KPP) of Operational Availability (Ao), Reliability and Maintainability (R&M), and Life Cycle Cost, with the options of: a) meeting the assigned platform Mission Capability Goals; b) maximizing platform Mission Capability while expending a limited available budget amount; or, c) maximizing platform Mission Capability while minimizing cost
- Development of a roadmap for F-16 aircraft Engineering Change Proposal (ECP) Candidate Selection based on key performance parameters (KPP) of Operational Availability (Ao), Reliability and Maintainability (R&M), and Life Cycle Cost, with the options of: a) meeting the assigned platform Mission Capability Goals; b) maximizing platform Mission Capability while expending a limited available budget amount; or, c) maximizing platform Mission Capability while minimizing cost
