Performance-Based Logistics Services
In the early 1980s, BAI personnel incorporated the concept of "Support System Performance Parameters" into NAVAIR RFPs for the A-6F airframe, engine, and radar procurements, EA-6B ICAP-2 and Block 86 buys, and the F-14D Upgrade aircraft and systems, while under contract to NAVAIR Assistant Program Managers for Logistics. In addition to the Reliability and Maintainability (R&M) parameters upon which all quantitative support system commodity decisions are based, BAI personnel re-introduced the concept of Operational Availability (Ao) as the key Supportability (S) performance parameter for the A-6F, F-14D, and all EA-6B procurements, directly relating system and subsystem Ao to aircraft mission capability measures of effectiveness, and the assigned CNO goals for each aircraft. Since Ao mathematically combines the RM & S measures of effectiveness (MOE), it serves to this date as one of the Key Performance Parameters (KPPs) for virtually all equipment acquisitions.
