Diminishing Manufacturing Sources and Material Shortages Services
This business area addresses the planning and risk management associated with Diminishing Manufacturing Sources and Material Shortages (DMSMS), including parts obsolescence.
In reaction to system design, production, and support problems associated with rapidly-evolving high-technology Commercial-Off-The-Shelf (COTS) equipment in particular, and faced with Diminishing Manufacturing Sources due to business and economic dislocations for a variety of other spare and repair parts, DOD established the DMSMS Program, a Center of Excellence (COE) to manage it, and a centralized DMSMS information database, under the umbrella of the Government-Industry Data Exchange Program (GIDEP). The individual services imposed the requirement for DMSMS Planning and Management on their acquisition managers, with the caveat that it proceed concurrent with the design effort.
Although the DMSMS Plan and participation in the DMSMS Program are key supply support components of Post Production Support, their implementation must begin concurrent with design due to the likelihood that DMSMS may affect all hardware aspects of a system, in particular microelectronics, such as ASICs, ICs, and other semi-conductors, as well as technology commodities such as display glass, halon, ozone depleting substances, etc.
